Politicians and the bureaucracy have to much invested in the lies to come clean. In fact, most of them beleive it is their responsibility to protect us from drugs, misinformation, greedy corporations and any other 'problem' they might perceive.

The most feasible, I think, is getting rid of the omnibus bills. It seems like a small thing, but it could be quite impactful and he could do it easily as it only depends on him.

I agree! a lot of lot of logrolling occurs on Omnibus Bills. "I'll vote for your pork if you vote for mine." Focus on this one until he announces he will not sign anymore omnibus bills. THEN focus on the next most feasible honesty action he should take.
